It depends on how many templates it needs and how much of the content already exists. The build is rarely what moves the date. Writing the copy and getting the photography is, so we scope that with you at the start rather than discovering it in week six.
Only if someone is going to publish. If your site changes twice a year, a CMS is a maintenance cost pretending to be a feature, and we'll say so before we build one.
